A possible expansion of this would be Criminal Holdings.

Criminal holdings do not pay taxes, produce only half the income of a normal holding and is harder to remove.

A Criminal Trade Holding is likely a smuggler ring.
A Criminal Order Holding is something like an extortion racket.
A Criminal Faith Holding is something like a cult.
A Criminal Culture Holding is something that deals in all thing taboo and illegal in some societies stuff like drugs, gambling and prostitution.

I can see your players will have a lot of house rules to deal with 😆

I merely consider them optional rules to allow the players to immerse themselves into the playstyle and secret goals they really want.

But it may well be core SOW simply covers all those needs perfectly. Alas time will tell.

It does not. We felt the rules were already complex enough...

But I this has a framework and I think it's fairly easy to add more complexity for those GMs and players who would like to.
